2D Block, opponent chooses

that one is kinda assumed isn't it? There is no downside to using the skill and for the life of me I'm not sure why I'd rather not use it and now that it isn't a roll ... its not even really like using it requires anything.

If my apoth is gone and your DP is lurking with lots of assists. I know lots of cheeky, beardy lads who would argue that inside the KO box is a lot better place to be than on the pitch prone. I recall the text in 3rd ed said "players with thick skull MAY stay on the pitch" which we eventually ruled was the "polite for of Must" . That of course was before you could chose to not use skills though...

Additionally, I meant to ask about the truely relevant question - yes the opponent has to declare the block dice he wants, but does the opponet have to declare (for specific example) if he would use wrestle to apply to the both down before you make that decision to re-roll ? Or would the re-roll come before that decision ?

The re-roll would come first. Skills would not come into play until a final actual result was chosen.
