Skill usage: Who decides first?

Don't understand a particular rule or just need to clarify something? This is the forum for you. With 2 of the BBRC members and the main LRB5/6 writer present at TFF, you're bound to get as good an answer as possible.

not quite.

if the Block/blitzer has Grab and the target has Sidestep, they cancel each other out...neither can be used--it's automatic. You can't choose to not use the Grab skill in order to let the target sidestep. It's as if neither player had their respective skill in this case.
