Definitely. I played a bit with forest folk back in the days of 'ride' and it was FAR too powerful to be able to blitz at ST4 through the opponents line, then let the little guy dismount and run for an easy touchdown. You can't let both the big-guy and little guy move in the same turn.if a big guy carries teammate then maybe that player should lose his movement for the turn and can only hand-off, pass, block or foul, or limit his move to 1 space

So how about making 'instead of taking a move action the little fella may hop on or off of his transport'.
