Speaking as someone who WISHES he could go but cannot.
1) Based on feedback ... I think allowing an LRB 4.0 style apothecary to be purchased for 50k is fine.
2) I think allowing an LRB 5.0 Igor to be purchased for 100k is fine.
3) I think allowing an LRB 5.0 Master Chef to be purchased only by Halfling teams for 100k is fine (heck I'd recommend it being 50k if you are not allowing Star Players as the Halfling team really needs the help).
4) I think allowing Argue the Call in is fine.
5) The ONLY thing I don't agree with is the free re-roll to last year's champ. I could agree with one re-roll that was useuable once the entire tournament ... that would be fine ... but per a half or even per a game seems like a heck of a bonus.

Side Note ... if you honestly want to give Halflings half a chance ... you might want to consider pricing the master chef at 50k and also allowing any team to purchase a Bloodweiser Babe as part of the team for 50k. Without Deeproot ... Halflings really have almost no prayer in tournament play ... a 50k Chef and 50k Babe option might actually tempt a player like me to try the team as it would give them an honest ability to build a team with some elements to get into the game. This is merely added as an aside as a long time Halfling player with several LRB 5.0 games with them played now. Overall I like your rules package for the Dungeonbowl.

Ok guys,
after checking the forums I made some adjustments...
The IV. Dungeon Bowl will use the LRB 5.0 (including Apothecary).
Exceptional:
Just one Starplayer, Halfling chef only for Halfling teams, ...
Additional there is a 12 players on the pitch rule and a modified Post-Game-Sequence.
The booklet will be online within these days...
