stat basis for a new team, looking for fluff
Linemen 7 3 3 8 g fast but not afraid to fight
Ball handlers 7 ??? g,p,a pass and catch. probably 0-4 of them
made to cover 2 jobs, the interest is in the balance

I am inclined to think of this team as possibly an non-WFB based team, but perhaps more of a d&d half elf team (pardon my heresy here), fast, but not as agile and more multipurposed, but not quite as much specialization. The positional/linemen you have described though seem like they should cost a fair amount though, being fast and armored.
The no auto access to strength skills really makes me think elf, rather than anything else. I think that keeping it that way might help balance this team. The characters seem like they might be too good if they can get strength skills easily. In that same vein I would think that this team should not have access to a big guy.
Overall, I would be interested to see how this could develop and possibly what other positional would be available... maybe runner 8 3 3 7 sure hands, dodge GA SP

For fluff, how about Savage Orks? The old WFB 5th(?) models had a slimmer, non-armoured design (which supports the higher MV/lower AV stats) and the Pass (spear throwing while hunting) and Catch (grabing prey while on the run, although sure hands could also do the trick here) combo could be the purview of the tribes best hunters. I imagine that there are still plenty of the models around, and the command group figures would make excellent coachs/apothecarys/wizards. And its canon.

What about Tilea and Estalia???
I would like to see a Spanish based Team...
And Tilea something like a Mercenary Team based on the idea of the Chaos Pact, something like some human linemen and the rest of mercenaries with loner skill.
For a Cathai Team there are nice figures (I think Phig's ones), where there are Blockers (summo) and quick ninja. Starplayers would be Hoshi Komi.
