shadowing and DT will make him an almight pain in the hindparts. couple this with a mix of block, dodge, sidestep and tackle, you have yourself a hell of a defender.
just consider DT+shadow+tackle
he looks at you. do i hit him...do i dodge...with St4, i think dodging is safest. ok, so i need a 4+ to be sure. without a dodge reroll...ok, no problem. 5! hooray! i have dodged. shadowing...oh no, i have to try and dodge. again. with sidestep and dodge on top, this is a mean mofo of a player.

Initially the two best choices are leap for the cage breaking potential or block/dodge just to keep him alive.
In an "early" developed league I'd be tempted to take dodge first because of the improved mobility is very useful - not quite as much as leap - but the added protection outweighs the disadvantage.
So that would mean the progression would be dodge, leap, then either strip ball, block, wrestle or tackle - really depending on league mix & skill selection - lots of sure hands forget strip ball. Block isn't that useful if your targets have it - making wrestle better and tackle is good against dodge/sure hands players.

As Ian is pointing out, there are lots of good options out there. So which specific skills you pick should depend on the teams in your league and their skills.
