Hell yeah. (Bear in mind this is coming from a Dwarf coach who loves the Tackle skill).

ANy player who says you can't use a TRR is not worth playing against.
Most people would solve this with a simple question "Well, I've got Tackle, so you can't use dodge. You wanna use a reroll on that then?".

Screw anyone who plays rules lawyer games on declarations.
