Frenzy is nearly as good as tackle for putting down a blodger on a 2-dice block (0.484 vs. 0.556), but has an increased chance of going down yourself (0.176 vs. 0.111). As Ian says, there's also the difficulty of sorting out the second block - even with horns it can be tricky to get two dice on the second hit sometimes.

There's also the passive use of tackle against people dodging away. All in all, I'd still go for tackle.
