Seriously, how likely is it that the elf will drop a catch, have it scatter to a nearby player, return to the catcher and have him make the catch?

Houseruling this as a SPP or not is kinda odd, it happens extremely rarely! I doubt any elf team would be advancing significantly faster because this gives SPP...

With a rookie elf team, target standing beside a couple of knocked-down teammates.. lessee, 1/6 drop, say about 3/8 land on body, 1/8 bounce back (marginally higher if you count bouncing around on top of a few bodies), 5/6 catch => 15/2304. Yea alright, not huge, but it did happen once and there was an argument (wardancer beside treeman, that time).

Nah, it's not 'cos of the SPPs, it's just so we don't have the same argument next time :)

I can't argue with that logic! Whatever stops arguments is 99% of the time best for a league. And it's not like Elf coaches can complain this was a significant source of SPP's... even if they passed every turn to an elf with three teammates around them, it would cost them 1 SPP every 10 games or so!
