Quick Hypnotic Gaze question

I'm about to attempt running a Vampire team and had a quick Hypnotic Gaze question. If I'm reading the wording right a Vampire has to declare a Move action (including the subsequent Blood Lust roll) in order to use Hypnotic Gaze even if the target of his Gaze is already next to him? In other words the vamp doesn't get HG as a free action without the BL roll right?

Supplemental question. When a vamp has hypnotic gazes someone, obviously they loose at takle zones and can't catch, move and I'm assuming they can't shadow. I get that.

When the Vampire Team's turn is over, all the hypnotic gazes go away, right?

As you've probably seen in the other thread, a coach has to activate a player by taking his action for the player to regain his TZ.

if i'm gazed do i have to "take" action to get back my tackle zones?
what i mean is:

im gazed
i declare move action but i dont move

am i "ungazed" now or do i have to move at least one squere?

It is legal to declare a move action and then move 0 squares. Player has been activated, but gets no other action for the round.
