As Der_Doodle said - you can only stand up at the start of your action, hence JU can only be used once.

but wouldn't that be sweet, add a skill, maybe call it Jump Junior, that could stand a player up at the end of a turn?

Besides pushing for a crowdsurf, with Juggernaut and Leap you can push a ball carrier two squares out of the cage, either to get another block on the ball carrier and/or to make picking up the ball easier.

It is a 25/36 chance of pushing, even 2db defender's choice, i.e. easier than a 3+ dodge. This application of Juggernaut+Frenzy can only be nullified by sidestep.
