Diffrent use of the Effect:
A player of your choice gains the Chainsaw, Secret Weapon, and No Hands skills for this game.
For the remainder of this game, one player of your choice from your
team gains one extra skill. This can be any skill that he can learn from
an Improvement roll without a doubles roll.
One player on your team gains Kick-Off Return and Diving Catch for the remainder of this game.
For the remainder of this drive, one selected opposing player not
currently holding the ball gains the No Hands skill.
Even if it says "One of your players brings along a chainsaw for the game: not too subtle, but effective." in the Description it doesn't state that he MUST use it in the Effect. He just gives it to one of the opponent players.
If I am wrong, I think a rewording is in place for this card.

Fine, if you want the hard line here it is.
The rule as written is ambiguous, and in all ambiguous cases it should go before the league commissioner. Their word is law.
Personally, I wouldn't allow 'My guy just handed you a chainsaw so you have to use it and gain secret weapon.'
