Again, depends. If you're regularly going up against higher TV teams, you might as keep the spots free and induce stars/mercs. If you have a higher TV, or the league's TV are pretty even, then a 16-man roster is probably better.

There is no hard or fast rule, it will always depend on the league (for example, we didn't use Stars or Mercs, so maxing out was an option [ at least for the teams that got decent winnings rolls :evil: ]), but for "normal" teams, a 13-14 man roster is probably best.

I usually go with 14 Players on a lightly armoured team and 12-13 on a bashy team. It does depend on what else is in the League though.

Back to the subjekt, I think Ill start out expanding my team to 14 players and if I realise Im players short to often Ill go for another 15th.

Just for the sake of the argument. Im quoteing the 2007 Blood Bowl Rules Comittee Rules Review, which states the following (note, they are experimental, so I dont know if your league allows the rules or not - but we do were I play :-):

"The normal limits on the total number of players allowed in each position do apply to Mercenaries (so
they aren't truly unlimited); however they may take your team to more than 16 players for the current game. However, players that are
missing the game due to injury do not count towards the number of players on the team, so you can use Mercenaries to replace players
that are missing a game if you wish."

what It says is that:
1) mercenaries can take the number on a team above 16
2) mercenaries cannot add more positionals then allowed on the team in the first place, meaning that on a Skaven team for instance, you cannot have 5 gutterrunners or 3 blitzers
3) the exception to the above is, that if one of your positionals is missing the game due to injury you can hire a merc. in his position, meaning that if one of your gutterrunners is missing the game you can hire a merc. GR.

And in the next paragraph on starplayers:

"Star Players may
take the number of players in the team to more than 16."

So if you play with the new rules you can have 16 permanent players and add up to two starplayers and as many mercenaries on the different positions as allowed on the team.

All this doesnt change my point about players on the team though :-) I cant see my self having more the 14 in the first place due to TV.

That experimental rule didn't make it through to the 2008 experimental Rules Review, so ids no longer valid.

As Darkson said - that has been superceded by the 2008 Rules Review and that rule got dropped.

I stand corrected. I wasnt aware that the 2008 rules review was published. Now I have to quickly (and before my mates) go over the rules and see how I can capitalize on the new rules :-)
