So, ive got quicksnap.
1.Can I move one of my players under the kicked ball and try to catch it? It has scattered but not bounced yet.
2. If yes, its not a TO if I fail?
3. If yes, the ball should bounce from where it lies?

Try to put everything in order but I do not have the rule book with me.
Maybe there is a problem with scatter and bounce terms. The first dice are not for a scatter but is to calculate how far off the intentional place the ball will land.
1. The kicking coach tells where he is aiming the ball.
2. You roll a D8 for directing and D6 for amount of squares in that direction. (The kicking player aims for a square but the ball will land in square determined by the dice. WILL LAND because he is still in the air)
3. Roll on kick off. In this case it is quick snap)
4. Resolve kick off result. You move your players. If you are lucky there is someone under the ball or you may move someone under the ball.
5. If someone is under the ball. The ball lands in that square and he must try to catch it. If this fails , this is not a turnover and the ball lands in a determined square beside him.
This is not a turnover because it was not in his turn. The turn starts when the ball is in his hands or has landed on the ground.
This is all said without rule book but on personal experience. So, some wordings can be wrong but I am sure that ruling is correct.

The answer provided is correct.
but to sum.
1. Yes you can move under it to catch it before it hits the ground.
2. No it is not a turn-over if you fail to catch it, it is not your turn. The ball must come to rest before it is your turn.
3. If you fail to catch it scatters just like a failed catch or failed pick up.
