+1MV adds to thier already impressive move. Makes him an even better scorer or defender.
The +1 AV is not a huge jump and I find the Bulls don't fall all that often anyway.

Scorers? How the h. do you manage to pick up the ball?
Sure hands would seem to be a good skill somewhere down the line.
Anyways, id say go with the ma. Playing against CD right now, and the movement are fearsome! But even sure feet are bound to fail sometimes, +Ma will keep your bull standing more, and beeing fouled less.
(Lets say your making 20 gfi with each bull per game, then one of them will fall over every game).

Find picking up with the BC means they're normally stuck deep in the backfield (my opponents kicks always seem to scatter to my EZ).

See, I think that ball-carrying is for Hobs unless it's Turn 7 or the Hobs have really been worked over. 3/4 as a policy scares me away.

My chaos dwarf experience- Use your early season to skill up your bulls to have break tackle and block. Stunt team development and wins to do so.
In your first 5 games, you should be able to get each bull one or two skills, and then you switch into the mode of trying to win.
If you play a 6 game season, that's not the way to go. A 10-20 game season, on the other hand, and you'll be happy you followed the advice.
Longterm though, I don't like bulls as ball carriers even if they have +AG. They are great threats, but should be seldom used. One of the most awesome moments you can have as a Chaos dwarf coach is watching your opponent decide whether or not to mark your bull who is in scoring range with one of his precious elves!
