I play in a 3rd ed league that does not have a manditory pick up rule. The best way to abuse it is with a stunty piece that can dodge onto the ball easily to kick it loose from a hairy spot (We call it Halfling Soccer). It is pretty powerful and I'd perfer if we didnt have the rule.

So, in essence, there is no mandatory receiver for a passing play. As long as you don't mind the turnover.

I don't see a situation where I'd bean someone with the ball, and NOT want him to catch it. (I could just target an empty square)

Now if the ball scatters. There are TONS of situations where I'd waive the catch roll. The already activated player, blitzer etc.
Or when a player who has already completed their action catches the ball in the last turn of the half?

This is a common situation in games which I play. Blitzer sacks the ball carrier, is forced to catch the resultant bouncing ball, and you fail to score, because the blitzer cannot reach the end zone (and cannot hand it off as he has already used his action for the turn). You can try and mitigate the situation by not following up (but if you got a both down, you're doomed).

Like Ian, I would prefer not to have this rule. For me it denies rewards to skill.

However, I've just thought of an answer as I write - use a player with Wrestle to sack the ball carrier - you will avoid the situation most of the time (unless there are other players around for the ball to bounce off).
