The player loses his tackle
zones and may not catch, intercept or pass, assist another player on a
block or foul, or voluntarily move until he manages to roll a 2 or better at
the start of a future Action or the drive ends.
Once a player is boneheaded/RS then I'd say that they can't pass block, but in order to use pass block in the first place, they don't have to pass their negatrait roll. Pass blocking isn't an action, so no roll is made.
