if you don't have a RR available (or want to save a RR for the catch), pass is better than accurate.
Accurate is better if can use and don't mind using a RR
But since Catch is a very rare skill on a Dwarf team, I'd prefer to save the RR for the catch.

Hmmm... Let's see.

I'm going to assume you have a TRR. Everybody has Block, or almost everybody, you hardly roll any d6, and you pick up with Sure Hands. My experience is that with 3 TRR, you'll be set through at least 6 turns. I'll note the odds without a TRR too, and factor them in on a 3:1 ratio down below, figuring there's about a 25% chance you needed the TRR earlier in the turn or it's the end of the half.

I'm also going to assume you're not throwing long. QP or SP. And you have no Catch.

With Accurate
QP: 5/6 x 2/3 = 5/9 with no TRR needed
1/6 x 5/6 x 2/3 = 5/54 with TRR needed on pass
5/6 x 1/3 x 2/3 = 5/27 with TRR on catch
Total: [5(6)+5+5(2)]/54 = 45/54 = 5/6 to succeed

SP: 2/3 x 2/3 = 4/9 with no TRR needed
1/3 x 2/3 x 2/3 = 4/27 with TRR on pass
Same on catch
Total: [4(3)+4+4]/27 = 20/27 to succeed < 3/4

With Pass
QP: 8/9 x 2/3 = 16/27 with no TRR needed
8/9 x 1/3 x 2/3 = 16/81 with TRR on catch
Total [16(3)+16]/81 = 64/81 < 4/5

SP: 3/4 x 2/3 = 1/2 with no TRR needed
3/4 x 1/3 x 2/3 = 1/6 with TRR on catch
Total [1/2 + 1/6] =2/3

So... if you only have a TRR 75% of the time, then it's as follows.

Accurate:
QP: (3x 5/6 + 1x 5/9)/4 = 55/72, or just over 3/4
SP: (3x 3/4 + 1x 4/9)/4 = 97/144, or just over 2/3

Pass:
QP: (3x 64/81 +1x 16/27)/4 = 20/27, just under 3/4
SP: (3x 1/2 + 1x 2/3)/4 = 13/24, just over 1/2

You'd need to have 2TRR or fewer (and bad defense), or throw a lot of 1d blocks, for Pass to equal Accurate.
