If I recall it was that the offense player chose to use block skill to affect the die roll
then the wrestle/Juggy thing came into play

The rule ought to be a player can choose or not to use any skill at any point. Once both coaches are agreed then apply the result.
This is a game where information is supposed to be perfect, so there isn't meant to be room for tricking your opponent into a bad decision because they forget what skills you have.

The Juggernaut skill example is not a good comparison. I have never heard anyone have to USE a skill like Juggernaut, it is just in affect. Much like Frenzy, I cannot choose to not use frenzy. The Juggernaut skill;

A player with this skill is virtually impossible to stop once he is in motion. If the player takes a Blitz Action, then opposing players may not use their Fend, Stand Firm or Wrestle skills against blocks, and he may choose to treat a 'Both Down' result as if a 'Pushed' result has been rolled instead.
So Like Frenzy, Juggernaut is always on and you may only choose to affect a 'Both Down' roll.

thinking again on the BT/DT situation, there's nothing in BT's description that refers to a failed dodge, so the skill can be used whether the tackler declares use of DT or not...
so, with p14 in mind, i'd force the dodger to declare BT first, taking into account the fact the dodger may use DT
ofc, if there is an official decision to do it the other way, i'll follow it (and Galak's posting is official enough to me)
