Hypnotic Gaze and Pass Block

Can a vamp with Pass Block use Hypnotic Gaze during the Pass Block?

you can only use hypnotic gaze in a move action

passblock is a free 3 squares of movement and not a move action

so no you can't hypnotic gaze during a passblock
