going back a bit to starting set ups...

I am thinking of start in a Dark Elf team for a short term league (10 games, generally need to gain about 15 points to guarentee sneaking into the play-offs), so want a team that will be reasonably competitive early on, but more to the point will survive to the 5 game mark when hopefully they can kick on.

So I am thinking

2 Runners (I can see you whinzing..)
2 Blitzers
7 Lineman
3 RR

Thinking is that the extra RR helps with gaining SPPs on offence and also help on defense to minimise blocking opportunities by getting the hell out of TZs.

Purchases would be (deaths not accounted for)

1. Apo
2. WE
3. Btz
4. Btz
5. We

does anyone think there is any life in this?

I can see the need for 3 RRs. I like one Runner. But I think I'd rather have the other 10K in the bank.

I'd seriously consider that build in a long format (with or without Joe's advice to take only one Runner and 10k in the bank; it's sound but not necessary), but not in a short one.

What is Nuffle's view? Through a window, two-by-three. He peers through snake eyes.
What is Nuffle's lawn? Inches, squares, and tackle zones: Reddened blades of grass.
What is Nuffle's tree? Risk its trunk, space the branches. Touchdowns are its fruit.

why's that, not enough skills on the table early on?

That's one reason: two instances of Block, an MA bump and an AV bump cost a Re-Roll and an instance of Dump-off. You get maximum short-term gain from positionals, while the benefit of re-rolls tends to be distributed over a longer period. That could be a corollary to "not enough skills" or a secondary reason, depending on how you think of it.
