A question on Mighty Blow.....

Hey all! Here's my question that needs clarification...

Can I use mighty blow when someone else blocks me and falls over, or is it only when I make the block? I re-read the skill description and I'm pretty sure it's only when I make the block, but a buddy of mine thinks it's the other way. Which one of us is in the right on this?

It works 'defensively' as well.
