What is tiers?

I often see people using the word tiers when comparing different teams. I've understood that a tier 1 team should win against a tier 2 team more often than lose, but what exactly does it mean? And where does the word come from? Is it a football term?

Generally speaking it's like this:

Imagine tears like shelves where all the best teams are on shelf 1 (highest). All the not so good teams are on the 2nd (midddle) and the remaining rubbish teams are on the 3rd (bottom) shelf. Teams that compete at a similar level and get the same win rate are grouped together into these tiers with the best teams which have the highest win rating on the top shelf then the rest grouped in tiers accordingly.

The word 'Tier' is a word which describes a type or a classification of something.

tiers just means levels

wedding cakes have tiers for example
