This is a win-win situation. GW get a tournament that is cheaper for them to run (as we will organise and staff it), and we get a tournament that is better organised and better value for money! If only they had let the NAF run it ages ago!!
For advertising, I'm pretty sure that the guys at Warhammer World would be happy to put it on their blog, and I expect White Dwarf would be happy to advertise it too.
As for rules, Joe is right. The centrepiece tourney probably needs to be a more standard, open affair, as many of the coaches are relative newcomers. The WISB was wacky, but that is probably due to the unstable nature of the guy running it...
