How is that relevant? To use PO the Ogre must have passed his bonehead. So you either have the choice to retain his TZ or lose it by using PO. Whether he bonehead's on his next action doesn't pertain to this decision.
It's relevant in that you cant really rely on a bonehead/loner, to be able to move next turn or take a break tackle dodge. And there are a bunch of situations where piling on this action (which has already worked) is worth more than saving up the TZ & standing up for the next action (which might bonehead, or your opponent might have dodged out, or you might be outpositioned, or you might skull out etc).

I agree it's mostly a vanity pick, which you end up using against stuns & maybe AV7 players if the rest of your team is well placed. I also agree the human blitzers make better killers. Still after Block/Guard you really only have SF/Break tackle/Grab/Piling on

Personally I rate piling on higher than I should, and usually end up taking it early because it accelerates SPP generation.

I'd give him Stand Firm next. A little Guard and a Grab Blitzer is enough. Grab is a top-notch toolbox skill, but Grab on a Block Ogre is suboptimal because:

1) 1/6 of attempts fail before even rolling the block dice;
2) You took Block; usually, when you want to Grab, the "both down" is the second-worst outcome even with Block against unskilled;
3) Ogres have MB and want to knock down, while Grab players (mostly) want to push.

I went +ST instead on Block on mine (he had Guard and -AV already) and it's worked out pretty well for me the two games I've played with it. It's hella easy to get 3 dice blocks, and where he took a disproportionate amount of punishment before (on account of being a large miniature, I guess), people tend to avoid him like the plague now. I think it's mostly mindgames, but it's worked out very well for me so far.

It's not just mind-games. If you put him as a central picket in a square screen formation (o--O--o), ST3 players are unable to get 1d on him (or ST4 players 2d) no matter how much Guard they have. Big guys need two assists to hit him, and not hitting him means getting 3d'ed a lot. Yeah, ST6 is disruptive in a way ST5 is not.

knowing my luck it may be another double (tackle!).

So far the team has rolled 5 doubles (3b with dodge, Catcher with Nos and Diving Catch - I couldn't be bothered with the 6th double and the Ogre's block) 2 stat bumps: 1 AG and 1AV... The only 2 to have normal skills was the Thrower and a Lineman.
