Minotaur will, most likely, be among the first things bought for a Chaos team, I trust.
That depends on personal taste really. Some people dislike having a Minotaur on their team because Wild Animal and Loner are a pretty irritating combination. I think most people would advise picking up the Minotaur later, since it's possible to build a (TV100) starting roster with 7 Beastmen, 4 Chaos Warriors and 3 rerolls. This gives you the core of your team right from the start, and from there you can go on to pick up an Apothecary, a few more Beastmen and a Minotaur (in an order of your choosing).

While the Minotaur is a player with plenty of potential, he can be quite a liability to a starting Chaos team which lacks core reroll skills like Block, Sure Hands, etc. I like to add him to the team once it's a little more stable, which in turns makes it a little easier to skill him up.

I really think the mino adds most value as a firstpick player. The 4 CW, 7 beastman, 3 RR build is very stable, but you can get a very stable build around a mino + 3 CW + 8 beastmen & 2 RR + Apoth as well.

A claw mino in particular, dominates early games much moreso than a 1-skill BM, 1-skill CW.

If I'm going to use a minotaur I'll get him ASAP although I rarely start with him. He's only 6spp away from the dreaded mighty blow/claw combo and can be a real terror before your opponents start collecting a lot of their own skills. Getting 3d blitzes with him is also a lot easier in the early stages when there is little or no guard on the pitch.
