Loner player does not like the block dice (or some such thing)
He wants to reroll them
he has Pro
so (to maximize the benefit of the reroll):
Declare Pro
d6 4+ roll Pro
(success reroll Blocking dice)
fails Pro:
Declare Team reroll
d6 4+ rolls Loner
(Success rerolls Pro)
failed Loner: must accept original die roll
successful 2nd pro roll - rerolls Blocking dice
Is this correct?
He only has to roll Loner for the team re-roll?

Sounds right to me.
1 - Block dice.
2 - Use Pro.
3 - Fails Pro.
4 - Use reroll on Pro. Player has Loner, so roll 4+ to see if reroll is wasted.
5 - If Loner roll is 3-, then reroll wasted, Pro roll failed, meaning original Block dice stand.
6 - If Loner roll is 4+, then reroll allowed on Pro roll.
7 - Reroll Pro and go from there.

Loner (Extraordinary)
Loners, through inexperience, arrogance, animal ferocity or just plain
stupidity, do not work well with the rest of the team. As a result, a Loner
may use team re-rolls but has to roll a D6 first. On a roll of 4+, he may
use the team re-roll as normal. On a roll of 1-3 the original result stands
without being re-rolled but the team re-roll is lost (i.e., used).

correct but you have failed the PRO roll rerolling is highly perilous:
50% chance to use the TRR
50% to succeed the PRO roll again

Re-roll the Block roll, assuming 2 dice block without block that's still:
11.1% chance of turnover, so 88.9% to not turnover:

22.225% chance to not turnover
So you will spend your TRR, regardless, and in 22.225% case you will push/nail your opponent on that block, and in 77.7% you will loose your TRR and bit the turn (assuming your first Block roll was a Turnover roll)
out of interest your chances to whack your block opponent on your 2 dice block is 13.9%, so you're spending a TRR for:
77.7% of failure
13.9% of success
8.4% of just pushing your opponent around.
