Yesterday the following situation happened in our league.
My Halflings (TV 122) had to play against Norse (TV 130 - I thought he would have a higher TV).
As it is mentioned in No.2 of the Pre-Match Sequence the team with the higher TV has to transfer gold into petty cash first. So both teams have to tell their TV to determine which team has to transfer first. At this moment the team with the lesser TV knows the difference so he is able to decide to transfer gold into petty cash or to buy for example the Halfling Master Chief out of the gold amount for inducements.
Or will the sequence "transfer gold into petty cash first" will be determined without calling the correct TV to each other - for example both coaches tell their TV to a 3rd person and he or she says which team has the higher TV?
In the game yesterday after I knew that the difference will be 8 (or 80.000 gp as inducements) I wouldn't be able to buy the HMC so I decided after I knew the difference to transfer 100.000 into petty cash. Is that right?

If the players were more honest TV ought to be common knowledge.
You don't need a third party, simply compare.
Halflings are one of the teams that I have noted are quite easily to gain what I call Inverse Inducement benefits. Someone at the club has managed to understand it.
Team 1 has 80K more TV allowing for other player player to induce.
Knowing that a lousy BWB is avialable. Team 2 shunts money from bank to petty cash, by default greater than the 80K difference and therefore if it has 100K it can buy a 100K of goodies (apoth, chainsaw dude, halfling hot pot, igor etc)
Now the value is Team 1 is down by 10-40K and can get no benefit from it.
Or depending on the money being shunted they may get a card or a babe.
