Free rerolls for starting teams

Free rerolls for starting teams

I have a querie to make. A number of players on my league use the Army Builder programme to make their teams - despite me telling them that Army Builder is out of date and incorrect, which means I have to check their rosters and fix the errors.
One of the things that Army Builder allows is a free reroll for certain starting teams, but I can't find any reference to this in the LRB. So my only solution is to pose the question here.
Under the official LRB rules do certain starting teams get a free reroll? If so where is this rule in the LRB?

One other thing - as an aside - is that I have noticed that the history of the different races, a brief description of their playing style, famous teams etc... has been dropped from the LRB. I guess this was just done to save space but I think it is missed.

The free rerolls were for the elven teams and the Dwarfs.
They got them under 4th edition rules, but they don't get them anymore now! (Elves got extra positionals, except WE; they don't need them, and Dwarfs got ogres)
