Why claw over mb?

I'd go for guard, or perhaps claw.
Guard will make him more useful for the whole team, everyone (?) will benefit. A bit.

Claw (or MB depending on league composition) or Guard, but its more a play style question. I know a very successful Skaven coach who really doesn't play much defense in the first half, often just getting out of the way. he just tries to pull enough players to beat on with gang fouls, piling on, claw, etc so that in the 2nd half the skaven speed really comes into its sweet spot. he also knows, severely beat up it will be that much easier for him to one turn at the end of the half if you stall out. they are so fast that if you don't continue to protect the ball carrier and leave him some sacrificial lambs he can run back and attack the ball carrier, either way he gets what he wants. for him that player would need claw all the way. i know a lot of other skaven coaches that play much differently though and for them i think it would need to be guard.

Claw vs Mighty Blow on a line rat is an interesting choice (ignoring whether a different double is better).
Claw is a bit better against AV9 than Mighty Blow is, but Mighty Blow is better against AV8 and AV7 (and relatively its "more better" against AV8 than Claw is against Av9).
That tends to make me think that looking at the line rat on its own Mighty Blow is a better choice. Many teams don't have any AV9, and most teams that have AV9 also have AV8 players.
However it may well be influenced by the overall team composition and in particularly the Blitzer build. if you go MB/PO Claw on doubles for the Blitzers then is an extra claw really going to help that much? Probably not, so MB probably offers better value - then if you don't get doubles you can at least get MB/Block/Frenzy/Tackle
On the other hand if you are going Guard/Stand Firm on the Blitzers then Claw may be a better choice than Mighty Blow because it gives you a different option for hurting tough teams.
