Has anyone used Fimir to make a Chaos team?
I am thinking of using them to replace the beastmen...

Are they not a bit big? I'd think your best bet is to use them instead of ogres on an ogre team, with little swamp snotlings.
This is assuming you mean the new fimir from warhammer forge, or the old metals on 40mm bases. I guess the heroquest plastics would fit on normal round bases.

I'm using them as CWs, but not GW ones, the ARBBL ones.

Currently an ex-Blood Bowl coach, most likely to be found dying to Armoured Skeletons in the frozen ruins of Felstad, or bleeding into the arena sands of Rome or burning rubber for Mars' entertainment.

As said by others probably as CW, but might work as Beasts as well.
What would you use as CW in that case?

As long as you make sure the Beasts (Fimir) dont look stronger/tougher than the CW's I suppose it will turn out fine.
