I used to 'grow' static grass on the bases back in the days, but by that same reason I've changed it to that 'flock' stuff, and it kinda works for me as its keeps a very regular finish on the base, and I never had that problem again.
Worth a shot in a lesser mini to try it out and see how you like it or not (if you never did, of course).
