if primer is flaking off should the entire model be re-primed?

Probably yes, it's just gonna flake off when you paint over it too.

Strip it, wash it and re-prime it. Sounds like it's got something on it that's stopping the primer from sticking to the mini.

Lysol works too and if the paint is flaking off really easily, try soaking it in just water for a day or two them taking an old tooth brush to it. That has worked for me in the past and it by far the safest thing. S.

the odd part is the guy who I bought the team from uses good primer and says he scrubs minis clean every time he paints. the damage to the primer could be from transport and storage

Hmm maybe temperature fluxuations? I have had really good luck with plastics not flaking or chipping. Either way, without seeing the figs I'd say they need to be redone from scratch if they are flaking. S.

Let them soak in straight Simple Green for about 1-2 weeks and that old crap will peel right off.

I'd guess it's a case of the miniatures having bumped around during travel, being hit by dice during games, etc. -- I've certainly seen primer 'chip' quite a bit on metal models (though never on plastic).

It may alternatively just be that the miniatures have been handled a lot after having been primed--oils from the hand can peel the primer off over time. I tend to just hold my miniatures by the base while I paint them, and I've noticed this can pull some of the primer off the base if the miniature is handled a lot / for a long time during the painting process.

What Rogue Thirteen described could be the case. When handling miniatures (with me most of the handling happens during painting) paint can wear off, especially on plastics.
Primer specifically for miniatures appears to be aimed at metal miniatures most of the time.

None of that should happen after a few layers of clearcoat however.

If the paint flakes, strip the miniatures and repaint them That will be your only durable solution.

Miniatures primed in high humidity or very low temperatures tend to flake after a while. Most cans include instructions explaining the temperature and humidity levels at which their products can be used.

gave them a scrub with an old toothbrush, re-primed, painted a few figures up and haven't see any issues yet.
