You can gain mutations from winning the Chaos Cup, so the situation, albeit rare, is theoretically possible.

It's a nice thought but it's pretty clear...

No Hands (Extraordinary)
The player is unable to pick up, intercept or carry the ball and will fail any
catch roll automatically, either because he literally has no hands or
because his hands are full. If he attempts to pick up the ball then it will
bounce, and will cause a turnover if it is his team’s turn.

So even with an extra arm, it's a no-go.

Also, the player could have the mutation already and aren't there some Special Play cards that give No Hands?

Having extra arms unfortunately may not mean you have additional hands, you may be unlucky and just end up with the actual 'arm part' and run around with stubby limbs. XD
