wait a sec, do you use the modifiers you get on the dice roll
or the required roll? if you have +1 modifier for some reason
and you need a 4, but you roll a 3, do you subtract one from
the required roll, or add one to the roll on the dice?
is this why it keeps saying "you always succeed on a 6 before
modification" or "always fail on a 1 before modification"?
so that is you roll a 6, you can still complete an impossible pass
even with a whole bunch of negative modifiers, that
say, requires a roll of 7 if you are in a lot of tackle zones?
modifier question

Modifiers are added to the dice roll before comparing it to the target required.
For example if I dodge and need a 4+ to suceed I roll the dice and get a 3 +1 is 4 so success!
Of course most of the time it makes no difference, in this example a three is the target roll, but occasionally it does make a difference.
The main area where this is important is throwing, if you throw a Long Bomb, you are at -2 to the dice so a roll of 3 or less is modified down to a 1 - ie. a fumble

The short answer is "no", but it is a qualified "no" because there are odd ways of interpreting the question which could justify the answer "yes".
