pow/skull clarification

pow/skull clarification

I a current PBeM game, my opponent rolled a 2-dice his choice block with his blitzer on my chaos dwarf blocker and got a pow/skull and a skull. Naturally, he would choose the pow/skull and since both players have block, neither would fall but then he proceeded to push back my player and follow up.
Now I have always played that a pow/skull will not result in push back of either player and if knocked down, he falls in the square he was standing in so this caught me by suprise. In the LRB page 11 it gives a list of what happens for each face of the block dice and I didn't see any indication of a pushback from a pow/skull.
Am I right and players are never pushed back from a pow/skull or have I been playing it wrong all this time?

No, you are correct, POW/Skull never results in a pushback.

The only time a defender is pushed and not knocked over is on a Push or Dodge/Push result (when the defender has Dodge).
