As basis for a solid Leaguestart i would suggest something like this
ZERO Gutter Runners
2 Storm Vermin
1 Throwers
8 Linerats
FF 9
RR 3
11 Players and you have 80 K to spend:
1 Gutter Runner (bad Idea IMHO)
1 Linerat + 30 K spare Gold
1 Apoth + 30 K spare Gold
1 Thrower + 10 K Spare Gold
I would go with the extra Linerat or Apoth. Depends on the teams you will play in near futur. If you can choose, choose agility Teams and take the extra linerat (buy Apoth 1st game). If you cant choose your oponents take the Apoth and buy what ever you think is needed (linerat is my sugestion).

Yup, starting without at least 1 gutter runner is madness...
They can do anything... turnovers, score, annnoy, passblock.... the list is endless...
They might seem bad to begin with (ST 2, pah!), but most players will tell you, gutter runners can develop into some of the scariest blood bowl players around (Speaking from experience on both sides of the fence)

I have to agree that at least 1 Gutter Runner is needed to develop on an early team. They are the key to your latter wins. Of course, you need to avoid over developing them early on. Be sure to build the Storm Vermin up as fast as possible, because once they get bogged down in doing the dirty work, its hard to get them points.
I also think its smart to start with an apothecary rather than 12 players. The apoth cost the same as a lineman, but in the end he can save you money by keeping your 90k guys alive. Having a Gutter Runner or Storm Vermin die that first game (and it happens) can really set back the development of a young team. Buying the insurance on your skill position players should pay off in the second and third games, where you can use the winnings to upgrade your team instead of repairing any damage that occured from the first few matches.

My rats
recently having rejoined the ranks as a Bloodbowl coach I first started playing norse in our newly formed leaegue (lasted one game) ... it was a very dull and boring 1-1 draw with little action or star player points.
Scratch those
So I picked a Skaven team instead. Used this lineup
Rat Ogre
2 Gutter runners
1 Thrower
2 Storm Vermin
5 Linerats
2 Rerolls
4 Fan Factor
Apothecary
9 games later I have 7 wins and 2 losses - no players lost to natural causes (hearts stops beating is sort of natural) - added a 3rd Gutter Runner - added a spare thrower - added a spare linerat - up to 4 rerolls. 2 rats have retired though - one poor thing lost ST another AG. And my FF is up to 9 now.
Granted - I knew I was playing a human team in game one (with a bad coach) but I really like this lineup.
I believe by spending only 40K (rather than the 90K most suggest) and settling for 2 rerolls from the beginning I was able to get the ratogre and very good positional players ... that gave me a very good position to get off to a good start in the league - winning games and scoring plenty of TD's made my FF shoot up really quick.
The ratogre to me is a no-brainer. I just dont use him on the line of scrimmage. I use him as a deep sweeper when defending. If my opponent attempts to break through on one flank my ratogre comes flying blitzing away one guy and setting up a good defensive position ... soon to be aided by other players. I find it to be a very succesful defensive tactics ... by not fighting for field position on the line of scrimmage I can open up the playing field and use the superior speed of my rats to dominate the games. Has worked extremely well so far.
Or maybe my opponents just aren't all that clewer

Well, that looks exactly like the roster I started with. I bought my Apoth after Game 1. Now, I'm 7-2, counting the playoffs, and my Rat Ogre JUST got Block in Game 8 (Playing damned rules from BB Mag 3 (?) where Big Guys need double SPP to get skills). I have 13 players now, including a GR with 18 TDs, and I have 3 RR and 6 FF now (Bad rolls for FF). Only had to buy 1 player all year and didn't suffer any CAS until week 7. I'm about to play the Chaos team I beat in Week 8, and he's the only player that killed any of my Linerats (he has a Warrior with Claw and RSC...) I have scored 5 TDs in 3 different games now! I have only needed to use my Apothecary twice...

Exactly! I do the same thing. I usually set up in a 4-4-3, with the Rat Ogre dead center, 6 squares from the LOS. Then I react depending on what I see...
