Yes, Strong Arm is not a skill and does not modify the Dice Roll, it just influences what range you pass at.

Accurate & Strong arm means he only ever fumbles on a '1', so a '2' would be inaccurate. Unless of course he's got +AG too.

@Pitch dark: yes, a natural 1 is a fumble, regardless of any modifiers. Also, a 1 after the dice roll (due to modifications) is a fumble. some coaches mix modifiers and the target number for convenience, but that results in a wrong (lower) fumble range.
@to the rest:
An AG5 Elf with acurate and strong arm fumbles a long bomb only on 1
Target number: 2
Long bomb becomes long pass due to strong arm: pass modifier -1
Accurate: pass modifier +1
Success: 2+
Fumble: 1
Failure: not possible
If the Elf has AG4 (still with Strong Arm and Accurate)
Target number: 3
Long bomb gets long pass due to strong arm: pass modifier -1
Accurate: pass modifier +1
Success: 3+
Fumble: 1
Failure: 2
Don't forget that accurate changes the modifier, not the terget number, so it decreases the change for a fumble.
