Horns vs +1 st

+1ST, easy. Because horns can't be used when blocking (only when blitzing from at least one square away), and more importantly, doesn't help you at all when being blocked or blitzed yourself.
Plus, he can always get horns later, and then he can blitz ST3 players with 2 dice! You can't hope to get another +1ST either, and even if you get it, you'd have been better off with +2ST than +1ST and horns.

yes, this is a close one. But I would go for +1 ST, for three reasons:
#1 it is 2,78% chance you get +1 ST and 16,67% you roll double. You won't get +1 ST again, but a double roll you might get again.
#2 +1 ST is so much more usefull. You can use it with normal blocks AND during the other teams turn. Horns is a during blitz only skill.
#3 your Dauntless is still usefull with ST 4, there are plenty of guys with greater ST, aspecially after a few games in a league. Use your dauntless in case your ST is not enought.

Seeing as you already gave him dauntless, it sounds like you were intending to mould him in the 'emergency blitzer' line, for which horns/dauntless is the best option, then you could use him to target big guys and ball carriers very effectively.
If you give him +1ST, that doesn't play to the advantage that dauntless already gives him.
It really depends on what you want to do with him... if he's going to be a key ball carrier, then definitely +1ST, and hope for another double later. But if you're going to protect him and only use him for the occasional tactical strike, it's horns all the way.
