Nobody is preventing you from using chaos humans or bretonnians in your own league (except for maybe your league mates). OK, lets scrap the whole team lists and introduce team creation rules. Everyone can create their own roster, calculate values and numbers of positionals and starting skills so they have their own team. I just think there's too many official teams already and none of the new teams offer any really new possibilities. Just get a few basic rosters, up to 6 or something, and then create rules for creating official variants. Now that I buy into.....and the probability of more variety in skill choices also! Your starting roster should consist of maximum:
0-16 30-70k
0-6 40-100k (depending on value of 0-16 position)
up to 2 100-120 k
1 Big Guy

Especially as both the Empire and Bretonnia have equal access to Ogres, i.e. through Dogs of War only.
