Indeed, it's not a hard cap ! It's a very-soft-for-high-AV-but-not-so-soft-for-low-AV cap ! It's a cap, period. Voted for the package, though im not sure that I like that negativ income should count on the TR. I see a downwards spiral for the team, playing with all that handicap against it.
I cant see the fun in that, having put so much time and effort into developing the team. The negative income does not in effect make the team any better, and so the handicaps to the opponent would be unfair.
I think this package would work as well without adding n. income to the TR. The team would slowly stagnate at a TR, only increasing with new skills, and thus allowing other teams to close in.
Im also in favor of selling players for the cost they where bought, and with modifications for skills, stats and injuries, as was suggested by someone. This way you would feel a little more content getting rid of your players.
Is it just me that get really attached to them?

we have installed -ve winnings...
and my 230+TR choas team played agianst a team with only 1 FF... and lost...
and then rolled 1 on the income... and had no spare cash
so my income was -2, which count as postive two for TR...
I'm not complaining, that's just how it is now...
It's not a really issue... i have 16 fans... very little chance of my treasury staying negitve after next match...
