Yes it is. But only for a player that has moved one square first and its only useable by one player per a turn. Its a good skill ... I'm sure its that strong. If it could be used by all the Horns players on the team each turn ... yeah that is broken ... but one player per a turn and he has to move first to use it ... It's still better than pro on this matter. Considering I have 2 dice to block and that I mostly use my rerolls on blitzing the carrier, I find it very powerfull as I save my RR.
I can even start with 1 RR, 4 CW, 1 mino as I could reroll everyblitz. 8 free potential rerolls.

free players? Journeymen are not free players, sure if you lose a beastman/lineman and you're struggling then it's nice to field a journeyman until you can replace him with a positional/lineman.
But there's no way in Gomorrah I'd sit on an 11 man Chaos roster with long term Journey-Beastmen. It's horrible having unskilled players on Chaos and journeymen are even worse than unskilled.
Still, imo the jury is out on how powerful that skill would turn out to be, it certainly would help Chaos/Nurgle, make Horns a desirable mutation for Skaven, boost minotaurs a lot and make Chaos more potent in tournaments.
But it is a limited skill that requires a run up and I'm not sure boosting Nurgle/Chaos/Minos this much would unbalance anything.

The question isn't unskilled or skilled. The question is playing with 11 players. Coachs are unskilled, players are just little toys you move around.
